About NASSIT

The National Social Security and Insurance Trust (NASSIT) is a statutory Public Trust to administer Sierra Leone’s pensions. The Trust registers employers with their employees, collects contributions and pays out benefits. NASSIT currently uses BRS-NAPOS-II, developed in Microsoft C# with SQL Server and implemented in 2013.

Problem Statement

NASSIT has the following challenges which made it very difficult to continue with the NAPOS system.

Because of these, NASSIT Management has decided to go with implementation of an Integrated Web-based Biometrics Pension System.

InfocareerTM Solution

As a result, NASSIT management decided to go with the implementation of an Integrated Web-based Biometrics Pension System. InfocareerTM partnered with Telis SL Ltd, Sierra Leone, to form ITCon, the new joint venture(JV). This project management consulting venture has supplementary systems for NASSIT that enables smooth operations of this innovative solution.

NASSIT Engagement

ITCon provides project management services to monitor, evaluate, review and report on the deliverables, and manages the program’s transitional phase.

By availing these services with a fully functional schedule for development, the Trust Executives and Board of Trustees gain access to :

  • Design and implementation of a scalably high throughput network infrastructure
  • Data cleaning process and migration, including biometrics
  • Web-Based Enterprise Resource Planning (ERP) System
  • Web-Based Biometrics Pension Administration System

By guiding NASSIT through the above system’s life-cycle, from project inception to go-live, ITCon will assist in the development of requirement specifications and the procurement evaluation processes.

Outcome & Results

When ITCon started working with NASSIT, none of the supplementary projects had any proper direction. The following was achieved in the NASSIT program, after ITCon was created.

  • Weekly meetings with all the vendors to assess the status of the program
  • Multiple planned meetings with the NASSIT team to go over the TOR and understand the requirements for the Pension Administration Systems (PAS) & Biometrics Systems
  • ITCon’s domain and project management experts worked with the vendors to strategically align the project and help NASSIT control of the situations
  • Very good progress has been made in all the project work streams. The status of the workstreams are provided below:
    • Design and implementation of scalably high throughput network infrastructure
      • Phase: This project is in its final phase. Though ITCon is responsible for project management only, we have also provided technical advice, required to complete the project. One of our technical project manager went to the client’s site to inspect the implementation, guide the vendor and assist with corrections
      • We are also working on finalizing a help desk system and network management system for better management of technical issues
    • Data cleaning process and migration including biometrics
      • Phase: This project is in its final phase. One of the deliverables is ready to be implemented. Couple other deliverables are awaiting NASASIT’s approval and guidance. The project will be completed successfully by the first quarter of 2022
      • Project management processes were implemented, achieving more clarity on what was required to be delivered and guidance was provided to the vendor and the NASSIT management
    • Web-Based Enterprise Resource Planning (ERP) System
      • Phase: This project will go live in the first quarter of 2022
      • Processes will be implemented with guidance from the ITCon technical project manager. User training is happening at the client’s place now.
    • Web-Based Biometrics Pension Administration System
      • Phase: Expression of interest was circulated for both the pension systems and biometrics. The Request For Proposal (RFP) is ready for both PAS & Biometrics systems based on NASSIT’s TOR.
      • RFP for both PAS and Biometrics Systems will be circulated before the of December 2022, to the short-listed vendors
